June 19, 2025β After an extensive search and interview process, the Royal ISD Board of Trustees has named Dr. Megan C. Pape as the Lone Finalist for the position of Superintendent of Schools. Dr. Pape currently serves as Superintendent of Snook ISD, a fast-growing 2A district in Central Texas.
Dr. Pape brings a wealth of knowledge and leadership to Royal ISD as an experienced Superintendent and veteran educator having served for 16 years in Texas public schools. Prior to serving as Superintendent for the past three years, Dr. Pape served in district leadership roles for five years in Bellville ISD and Bryan ISD.

Dr. Pape brings a strong foundation in educational leadership and a deep passion for student achievement, making her a valuable asset to Royal ISD during a time of dynamic growth and transformation. As Superintendent of Snook ISD, she led the expansion of academic opportunities, including the development of Career and Technical Education (CTE) programs designed to enhance instruction, increase student engagement, and improve College, Career, and Military Readiness (CCMR) outcomes. Under her leadership in Snook ISD, over 90% of students have graduated CCMR-ready over the past two years, and the district surpassed state and regional averages in industry-based certifications by more than 20%.
With a solid background in school finance, Dr. Pape successfully managed a $9.7 million budget while navigating statewide fiscal challenges for Texas public schools. Her leadership resulted in balanced budgets for the past three consecutive years and a nearly 60% increase to the districtβs fund balance-significantly improving the districtβs financial health. During her tenure, Snook ISD experienced nearly 15% student enrollment growth, completed major campus renovations, and began planning for an upcoming bond to support future facilities. In addition to academic and operational improvements, Dr. Pape collaborated with local stakeholders to launch the districtβs first education foundation. Other notable successes include establishing the districtβs first band program in more than 20 years, developing the districtβs first Guardian program for safety, and becoming a Teacher Incentive Allotment designated district. Dr. Pape has most recently advocated for public education funding and accountability changes at the Capitol during the 89th Legislative Session.

Dr. Pape holds a Doctorate in Professional Leadership from the University of Houston, a Masterβs degree in Special Education from Sam Houston State University, and a Bachelorβs degree in Communication and English from the University of California-Davis.
Investing back into the public education profession is very important to Dr. Pape. She is an active member at the state level serving on the Texas Association of School Administrators (TASA) Professional Learning Committee, and the Texas Association of Latino Administrators and Superintendents (TALAS) Executive Committee as Secretary. She previously served as the Texas Council of Women School Executives (TCWSE) Region 6 Regional Representative for five years. Dr. Pape was most recently recognized as a finalist for Superintendent of the Year for the Brazos Valley Educator Awards.
Dr. Pape and her husband, Ryanβa landscape contractor and small business ownerβare excited to relocate to the Royal ISD community. Their three children, Ava, Emery, and Graham, will attend Royal ISD schools in the fall and are eager to become Falcons.
Following the required 21 day waiting period, the Board will officially hire her as the new superintendent.
