Royal ISD has an ongoing responsibility under the Individuals with Disabilities Education Act (IDEA) to identify, locate, and evaluate children who are suspected of having a disability and who may need special education and related services.

This responsibility, known as Child Find, applies to eligible children within the district's jurisdiction, including children who may be attending private schools, are homeschooled, are highly mobile, are experiencing homelessness, are in foster care, or are advancing from grade to grade but are suspected of having a disability and needing special education services.

REFERRAL FOR SPECIAL EDUCATION EVALUATION

Students experiencing academic, behavioral, developmental, functional, or other difficulties may receive interventions and supports through the district's Multi-Tiered System of Supports (MTSS).

However, participation in MTSS, Response to Intervention (RTI), or another intervention process cannot be used to delay or deny an evaluation when there is reason to suspect that a student has a disability and may need special education and related services.

If a disability and a need for special education services are suspected, the student must be referred for a full and individual initial evaluation (FIIE). Interventions and the evaluation process may occur at the same time.

A referral for a special education evaluation may be made by a parent or legal guardian, school personnel, or another person involved in the education or care of the student.

PARENT REQUESTS FOR EVALUATION

A parent or guardian may request an evaluation for special education services at any time. Requests may be made verbally or in writing.

Under Texas law, a parent may submit written request for an initial special education evaluation to the district's director of special education or a campus principal.
