Royal ISD Bond Election Details


The bond proposal addresses capacity, new student growth, safety and security, and aging infrastructure. It comes after feedback gathering from the community since the unsuccessful November 2019 bond. Royal ISD conducted an online feedback survey and reconvened the Citizens’ Advisory Committee, a diverse group of parents, non-parents, district staff, community leaders, and business owners who studied and recommended the original proposal. After hearing feedback and reassessing projects over a series of meetings and workshops, the Board of Trustees voted to hold another bond election. The bond will be split into three propositions, giving residents the opportunity to vote on three separate proposals.


  • Proposition A: $27,625,000
    • Early Childhood Center classroom addition
    • Royal Junior High renovations including the Auditorium, Band Hall, and Library
    • STEM Academy and ECHS renovations including a controlled entry vestibule
    • Additional improvements at each campus 
    • District-wide safety and security upgrades district-wide
    • A new access road from FM 359 to Royal Road and other drive improvements
    • New buses and more
  • Proposition B: $5,675,000
    • Rebuild of Falcon Stadium and Track
  • Proposition C: $4,000,000
    • Purchase of land for future school sites.

Construction costs increase four to eight percent each year due to market inflation and project budgets for the May bond proposal reflect an increase in inflation from delaying the start of the projects.


The estimated maximum tax impact of the total bond proposal is anticipated to be an increase of 4.36 cents, resulting in a total tax rate of $1.4708. This equates to an increase of $3.64 a month for a taxable home value of $100,000. RISD property taxes for citizens age 65 or older are frozen if a homestead and over 65-exemption application have been filed with the local appraisal district.

Royal ISD residents will have the opportunity to vote on the bond referendum beginning with Early Voting, April 20 – April 28, and on Election Day, Saturday, May 2. Any registered voter who lives within the school district boundaries is eligible to vote in the election. The deadline for new residents to update their address, or for residents to become a registered voter for the first time, is April 2.
