RISD follows the Texas Education Code, Texas Local Government Code, the Texas Public Information Act, EDGAR (when applicable), and all required procurement statutes governing public school districts.

Procurement Process & Contracting Methods

Royal ISD uses multiple purchasing methods, including:

  • Request for Qualifications (RFQ)

  • Request for Proposals (RFP)

  • Competitive Sealed Proposals

  • Quotes (when permitted by statute)

  • Interlocal and Cooperative Contracts

  • Professional Services Procurement (per Texas Government Code 2254)

All procurements follow required thresholds and competitive practices unless specifically exempted by law.

Request for Proposal (RFP): Onsite After-School/Summer Childcare Services

Royal Independent School District (Royal ISD) is soliciting proposals from qualified providers to deliver onsite after-school and/or summer childcare services for Royal ISD students. The selected vendor will be responsible for providing structured, supervised programming that includes learning opportunities, extracurricular activities, trained personnel, and daily meals and snacks as outlined in the RFP.

This RFP is for services beginning with the 2026-2027 school year and continuing through the 2027-2028 and 2028-2029 school years, subject to the terms of the agreement. The District may also renew the agreement annually for up to two additional one-year terms or extend it on a month-to-month basis to prevent a lapse while the contract is rebid.

Selection through this process does not obligate the District to award a contract, reimburse proposal costs, or accept any proposal. Royal ISD reserves the right to reject any or all proposals, negotiate elements of a proposal and related contract, waive irregularities, extend the deadline, or amend or cancel the RFP in whole or in part.

Submission Information

RFP documents and required forms are included in the proposal packet. Proposals must be submitted in a sealed envelope clearly marked “Proposal #2026-RISD-CHS-D01.” Proposals will not be accepted electronically or by fax.

Sealed proposals must be received no later than 3:00 p.m. Central Time on May 20, 2026. Proposals may be delivered in person or mailed to the addresses below. Any proposal received after the deadline will be disqualified. Royal ISD is not responsible for late or non-delivered proposals.

Public Proposal Opening:

  • Proposals will be opened as received. Offers will not be read aloud or otherwise disclosed until an award is made.

Additional Information

  • Proposers must include all required addenda and forms listed in the RFP packet.

  • The vendor must hold the appropriate Child Care Licensing permit and any other licenses, permits, certificates, or approvals required by applicable law to legally provide the services described in the RFP. The vendor is solely responsible for staffing, supervision, training, compensation, and background checks for personnel working on Royal ISD premises.

  • Services are limited to Royal ISD students only. The program will be housed at a District-designated site, either Royal STEM Academy or Royal Elementary School, with the final location to be determined by the District. Use of campus space will be provided at no fee, but only for after-school and/or summer services under this RFP.

  • Royal ISD will not make payment to the vendor for these services. The vendor will be responsible for charging and collecting membership fees from participating families, and any approved transportation costs may also be the responsibility of the vendor as specified in the RFP.

  • Qualified proposals will be evaluated using best-value criteria that include cost to the District and families, proposer reputation, extent to which services meet District needs, long-term cost, quality of services, staff qualifications, Texas location, and past relationship with the District. Royal ISD is not required to award to the lowest-cost proposer.
