Royal Independent School District (RISD) is committed to maintaining an open, transparent, and competitive procurement process that aligns with all applicable federal, state, and local laws. Our goal is to support students and staff by securing high-quality goods and services while ensuring responsible stewardship of taxpayer funds.

RISD follows the Texas Education Code, Texas Local Government Code, the Texas Public Information Act, EDGAR (when applicable), and all required procurement statutes governing public school districts.

Royal ISD uses multiple purchasing methods, including:

• Request for Qualifications (RFQ)

• Request for Proposals (RFP)

• Competitive Sealed Proposals

• Quotes (when permitted by statute)

• Interlocal and Cooperative Contracts

• Professional Services Procurement (per Texas Government Code 2254)

All procurements follow required thresholds and competitive practices unless specifically exempted by law.

All open solicitations—including RFQs, RFPs, and bids—will be posted on this webpage. Documents will include timelines, submission instructions, required forms, and the designated point of contact.

Vendors must not contact Board members or district employees outside of the named contact in the solicitation.

RISD is soliciting Statements of Qualifications (SOQs) from qualified firms to provide program management services in support of the district’s new high school project and other capital initiatives. The selected firm will support planning, scheduling, coordination, and oversight of project delivery as outlined in the RFQ.
