Royal ISD is committed to providing a safe and welcoming environment for all students, staff, families, and visitors. Beginning with the 2026–2027 school year, the district will implement a Clear Bag Policy for all outdoor events.

The new policy is designed to enhance safety by allowing for more efficient screening at entry points while helping reduce wait times for guests attending athletic events, community celebrations, and other outdoor district activities.

Under the policy, guests may bring:

  • Clear plastic tote bags no larger than

    12" x 6" x 12"

  • One-gallon clear plastic storage bags

  • Small clutch bags

  • Diaper bags (when accompanied by a child)

The following items will not be permitted:

  • Purses

  • Backpacks

  • Drawstring bags

  • Duffel bags

  • Camera bags

  • Mesh bags

The Clear Bag Policy applies to all spectators and non-competitors attending outdoor events. Students participating in an event, performance, or competition will continue to follow any activity-specific guidelines provided by their campus or sponsor.

Royal ISD joins many school districts across Texas in adopting this safety measure as part of its ongoing commitment to protecting students, staff, and visitors while creating a positive experience for everyone attending district events.

We encourage families to review the policy before attending their first outdoor event of the school year and plan accordingly.
